The 2006 revision to Part L means that for the first time all new buildings will have to meet a target rate of carbon dioxide emissions. For buildings other than dwellings a new calculation process is required to assess both the target emissions and the proposed building emissions.
BRE Certification recently received a licence from DCLG to operate a Competent Person Scheme for companies with individuals wishing to be certified for their ability to use the appropriate calculation tools to calculate CO2 emission rates for buildings.
To date over thirty building designers and consultants, and other interested professionals, have successfully achieved Competent Person status under the BRE Certification scheme.
The scope of the scheme is currently limited to the interface for the Simplified Building Energy Model (iSBEM) for non-domestic buildings.
To achieve and maintain Competent Person status, companies are required to maintain complaints procedures, evidence of adequate insurance provision and make an annual return of information for review and verification. Additionally, individuals are required to pass an examination on the correct use of the tool and the applicable regulations under controlled examination conditions.
