As per the terms of the accord, AECOM has been appointed as the Technical Expert for the project and it will supervise the adherence of the project with the pre-approved terms and conditions. The company will stay in touch with both the concessionaire – NWCC and the grantor – state company, Avtodor. The company will be engaged in offering its design review and construction overseeing services for the project. The highway project includes the plan, funding, building and operation of the first part of the new M11 motorway toll road for a length of 27 mi connecting Moscow with St. Petersburg.

The new highway will offer a viable substitute to the present M10 Rossia highway one among the busiest in Russia to connect Moscow with St. Petersburg, other cities nearby Moscow and the Sheremetyevo International Airport.
