The Windsor Essex Mobility Group consortium, with ACCIONA Infrastructures, ACS Group and Fluor having equal shares, has been awarded the development of the Windsor Essex Parkway project in the province of Ontario, Canada.
The Windsor-Essex Parkway will connect Highway 401 in Ontario to Interstate 75 in Michigan, by way of a new Canadian inspection plaza and bridge crossing being constructed by the Federal Government in West Windsor. The Windsor-Essex Parkway will be publicly owned and controlled. It will not be a tolled road.

"The Windsor-Essex Parkway Project represents the first P3 project in Ontario for ACCIONA. This is an important project for Windsorites and we are delighted to have earned the privilege to contribute to the continuing infrastructure development in Ontario and Windsor in particular. We look forward to working with our partners to deliver this significant infrastructure project and establishing what we believe will be a long and successful relationship with the Province and the local construction community from whom we will draw most of our resources," Bob Park, President, ACCIONA Infrastructures Canada.
ACCIONA will participate with its partners in the three Joint Ventures:
- Concession JV as Equity Investor and Debt Arranger,
- Design and build JV as General Contractor and
- Operations and Maintenance JV for the operation and maintenance of the road.
In the last three years in Canada, ACCIONA won bids for five major construction projects: the Nouvelle Autoroute 30 in Montreal, QC, the Royal Jubilee Hospital Patient Care Centre in Victoria, BC, the Fort Saint John Hospital and Residential Care Project, the South East Stoney Trail in Calgary, AB and now the Windsor-Essex Parkway in Windsor, ON.
