Georgia DOAS Approves Gordian EZIQC Construction-Procurement System for Government Projects

State agencies across Georgia have a new time- and money-saving option for facility repair, renovation and small construction projects. The state's Department of Administrative Services (DOAS) announced today the Gordian Group's EZIQC construction-procurement system is an approved system to procure construction, renovation and repair projects valued up to $750,000.

The state also made EZIQC available for use by all City and County governments and school districts statewide.

The endorsement from DOAS is the first time the Gordian Group's EZIQC system has been approved on such a broad scale for use by state-wide governmental agencies. DOAS is Georgia's centralized administrative support and purchasing agency. It also provides some purchasing services to public agencies at every government level in the state.

"We are excited because the EZIQC system allows rapid engagement of experienced contractors at competitively bid prices by our agencies throughout Georgia," said Darryl Mitchell, Group Category Manager for Infrastructure at DOAS. "When we discovered we could source construction services using EZIQC, it was evident that we could really help our agencies be more responsive to citizens and employees occupying our state building and using our public infrastructure."

The Gordian Group's EZIQC construction-procurement system will help state, county and local agencies obtain quality construction services from vetted, experienced providers like WTI. The National Joint Powers Alliance (NJPA), a nationally recognized municipal purchasing consortium, selected WTI as a prime construction contractor to perform services within the State of Georgia based on a competitive bid process.

EZIQC is a competitively bid procurement process used by government agencies to secure construction, renovation and repair services from local contractors. The system has been customized for the State of Georgia and will be administered by an experienced Gordian Group representative. The Gordian Group works closely with each project owner to create a detailed scope of work specific to each individual project. Gordian's EZIQC program also promotes the utilization of local contractors, thereby helping to stimulate the economy at both the state and municipal level.

The contractor uses a Construction Task Catalog (CTC) to develop a price proposal based on a detailed scope of work. The comprehensive catalog contains thousands of construction tasks with localized pricing. The contractor selects the tasks from the CTC based on detailed scope of work and multiplies the prices of those tasks by the required quantities and by its competitively bid adjustment factor.

The Gordian Group representative reviews the contractor's proposal to assure only appropriate tasks are used and quantities are correct. Along with its price proposal, the contractor will also submit a construction schedule, subcontractor list and other information requested by the agency.

The agency reviews the proposal package to determine if it is within budget and schedule. There is no obligation until a price proposal is approved and subsequently a purchase order is issued to the contractor.

DOAS adopted EZIQC by accessing the contract through NJPA. NJPA is a national municipal contracting agency that delivers cost effective purchasing solutions by aggregating the purchasing power of its members.

Each year, more than $1.5 billion in public construction is procured using the Gordian Group's EZIQC and other systems, saving agencies not only millions of dollars, but also countless hours in procurement and project-management time.
