BSRIA has been awarded a £220,000 contract as the specialist consultant for Building Regulations Part L and Part E compliance on the £560 million re-development of Colchester Garrison.
Sir Robert McAlpine is the main contractor on this four and a half year design & build project that will include over 110 separate buildings covering an area of 185 hectares. This is part of the £2.2bn PFI project lead by RMPA Services Plc who are a consortium of HSBC Infrastructure, Sir Robert McAlpine, Sodexho Alliance and Atkins. The project will provide the 3,500 military personnel and 700 civilian staff, based at Colchester Garrison, with greatly enhanced serviced living and working accommodation for 35 years.
From this year, BSRIA will provide consultancy in achieving compliance with the new air tightness, acoustic and thermal requirements of the Building Regulations, and verify, inspect and test both design and construction processes.
Initially, carbon emission calculations, interface designs and envelope details will be reviewed to provide Sir Robert McAlpine with unbiased and independent advice concerning any measures necessary to achieve compliance after construction. BSRIA’s work will also involve on-site thermal imaging, air tightness and acoustic testing to prove the standards required by Parts E and L are not only met, but are exceeded.
The work starts in Spring 2005 and will continue through the life of the project.
