Orange County Water District Grants Construction Management Contract to Parsons

Parsons, engineering, construction, technical, and management services providing company, declared that it has been chosen by the Orange County Water District (OCWD) to offer construction management services for the development of the Groundwater Replenishment System (GWRS) located in Fountain Valley, CA. The expansion program is valued around $128 million.

The project, which is anticipated to be completed by the year 2014, will augment the new water supplies handling capability of the GWRS by around 31,000 acre-feet per year (AFY) thus improving the total handling capability of the system to 103,000 AFY. The GWRS being the superior water treatment providing facility handles the highly contaminated wastewater and distills it utilizing features such as reverse osmosis, membrane filtration, and advanced oxidation deploying hydrogen peroxide and ultraviolet light.

The purified water will be transferred to the groundwater basin of OCWD to compliment its drinking water supplies. The purified water will also be utilized to strengthen the seawater penetration roadblock to stop the saline water intrusion from polluting the ground water. The facility will also control the release of treated wastewater into the Pacific Ocean away from the shorelines of Huntington Beach.

Under the terms of the accord, Parsons will supply a full range of construction management services, which includes field engineering, documentation, review and supervision of the project from the startup through the commissioning.
